Rainy weather:
Hold L + R + Down at the Transmission Select screen. Hold until the track loads.
Weather never changes:
Hold L + R + Up at the Transmission Select screen. Hold until the track loads.
Extra Driver, Super Speed mode, Extra View:
Beat Championship mode once to unlock the extra driver and bonus camera angle. This will also unlock Super Speed mode.
Extra pace cars:
Beat Championship mode 4 times to unlock the extra cars.
